Mr. Francis is currently a director of Quadrant Cayman Ltd., a building and electrical contractor company registered as an entity in the Cayman Islands. Prior to this, he was the COO of SALT Wireless from April 2019 to May 2021.

As Chief Operations Officer, he was responsible for the overall operations of SALT Wireless Ltd. His primary responsibility was the roll out of the Island Wide Wireless Project to facilitate SALT’s Smart Island Initiative. He was responsible for managing this deliverable and ensuring that the project was kept on time and on budget. In October of 2020, Mr. Francis was also tasked with the COO role for SALT Wireless’ sister company SALT Technology Group, where he managed the overall operations of the organisation and successfully lead SALT through its’ SOC Level 1 audit.
Mr. Francis has over 25 years of experience in information systems, information technologies and operations. Over the course of his career, he has held several leadership positions working as a Global Director-Operations, CEO, IT Director, IT Manager and an IT Lead Consultant and Accounting auditor. Mr. Francis owned and operated a successful Information Technology Consulting business for 12 years from 2000 to 2012 in the state of Florida, United States.
Mr. Francis grew up in the Cayman Islands from the age of nine (9). He left for university and returned to the islands in 2012. On return, he joined the Maritime Authority of the Cayman Islands (MACI) from 2012-2019 as their Global Director, Operations with overall responsibility for the management and maintenance of all MACI’s IT systems and networks, Finance and Reporting, all records and information management including Freedom of Information (FOI) and Corporate Communications. He was instrumental in transforming MACI’s technology into a more agile infrastructure to enhance growth and fluidity in the industry; he was responsible for keeping the lines of communication open throughout this process with the Executive Team and the Board.
Mr. Francis holds a BBA in Accounting from Howard University, Washington, DC and a MSc in Management Information Systems from University of the West Indies, Mona, Jamaica.
